Welcome to your study guide for Theme B: Changing Urban Areas, part of CCEA GCSE Geography (Unit 2: Living in Our World). Urban areas are dynamic, exciting places where more than half of the world's population lives. In this unit, we explore how cities in both MEDCs (More Economically Developed Countries, like the UK) and LEDCs (Less Economically Developed Countries or Newly Emerging Economies) grow, the problems they face, and how urban planners manage these challenges.
Exam Snapshot: Unit 2 is an untiered written exam lasting 1 hour 30 minutes and counts for 40% of your total GCSE Geography grade. Theme B accounts for roughly 25% of this paper. Mastering these notes will set you up for top marks!
Part 1: Urban Land Use Zones in MEDCs
Cities do not just grow randomly; they are divided into distinct zones, each with its own type of buildings, land costs, and activities. On an Ordnance Survey (OS) map or aerial photograph, you will need to identify four main zones:
1. Central Business District (CBD)
• Location: The commercial heart and centre of the city.
• Key Characteristics: Very high land values, multi-storey buildings (building upwards saves expensive ground space), high density of retail shops, department stores, banks, and offices.
• Transport: Main transport hubs (central railway stations, bus terminals) meet here. Roads converge on the CBD.
• Residential: Very low residential population because land is too expensive for regular housing, though modern luxury flats are increasingly common.
• How to spot on an OS Map: High density of roads meeting, pedestrianised streets, tourist information centres, town hall/civic buildings, and major train stations.
2. Inner City
• Location: Encircles the CBD; built mostly during the 19th and early 20th centuries during the Industrial Revolution.
• Key Characteristics: High-density, older terraced housing (often lacking front gardens or driveways), grid-iron (criss-cross) street patterns, former factory sites, and industrial brownfield land.
• Historical Issues: Historically faced deprivation, deindustrialisation, and dereliction as traditional manufacturing closed down.
• How to spot on an OS Map: Tight, parallel rows of terraced streets close to railway lines, canals, and old industrial works.
3. Suburbs
• Location: The outer residential zone surrounding the inner city, largely built from the mid-20th century onwards.
• Key Characteristics: Lower building density, semi-detached and detached homes with private front and back gardens, driveways, and garages.
• Street Patterns: Tree-lined avenues, winding roads, and cul-de-sacs (dead ends) designed to reduce through-traffic.
• Land Uses: Local neighbourhood shopping parades, primary and secondary school campuses, and parks.
• How to spot on an OS Map: Curved road patterns, cul-de-sacs, open green spaces, and schools marked with 'Sch'.
4. Rural–Urban Fringe
• Location: The transition boundary where the built-up urban area meets the open rural countryside.
• Key Characteristics: Wide-open spaces and cheaper land prices compared to the city centre.
• Common Land Uses: Out-of-town retail parks and shopping centres, business and science parks, Park-and-Ride transport hubs, golf courses, recreational spaces, waste/recycling facilities, sewage works, cemeteries, and newly planned housing developments.
• How to spot on an OS Map: Large individual building footprints (retail warehouses) located right next to bypasses or motorway junctions alongside farmland.
Top Tip for Map Skills: If you are asked to identify a zone on an OS map, look at the road network! A tightly packed grid of roads with no gardens is the Inner City; looping roads with cul-de-sacs and green spaces represent the Suburbs; and massive junctions with standalone shopping centres show the Rural–Urban Fringe.
Key Takeaway: Urban land value is highest in the CBD and decreases as you travel outwards towards the Rural-Urban Fringe. As land value drops, building density drops and garden sizes increase.
Part 2: MEDC Inner Cities – Issues and Management
During the late 20th century, many MEDC inner cities suffered decline due to deindustrialisation (the decline of factory work and heavy industry). This created complex socio-economic and environmental challenges.
Key Challenges in MEDC Inner Cities
• Deindustrialisation & Brownfield Sites: When factories, shipyards, or mills shut down, they left behind contaminated, derelict, and abandoned land called brownfield sites.
• Poor Quality Housing: Old Victorian terraced homes often suffered from dampness, lack of modern insulation, and overcrowding.
• Poverty and Unemployment: As manual manufacturing jobs vanished, many inner-city residents were left without work, leading to high levels of social deprivation.
• Traffic Congestion & Air Pollution: Narrow streets built before the invention of the car cannot easily cope with modern commuter traffic, leading to gridlock and poor air quality.
• Social & Cultural Tensions: Inner cities often attract diverse populations and new migrants searching for affordable rent, which can sometimes lead to ethnic and social segregation or strain on local services.
Solutions & Regeneration Strategies
1. Gentrification
What is it? The process where wealthier, middle-class individuals buy and renovate run-down, deteriorated housing in the inner city.
• Positive Impacts: Upgrades the physical appearance of run-down streets, attracts trendy new cafes and local businesses, increases council tax revenue, and lowers local crime rates.
• Negative Impacts (Important for exams!): House prices and rents rise sharply. Poorer, long-term original residents can no longer afford to live there and are priced out (displaced) from their community.
2. Brownfield Redevelopment Schemes
Instead of building on pristine green fields in the countryside (greenfield sites), inner-city regeneration transforms contaminated former industrial land into vibrant new quarters. This brings new business, modern housing, and cultural attractions back to city centres.
3. Sustainable Urban Transport Management
To reduce traffic congestion and carbon emissions, MEDC cities use integrated transport strategies:
• Bus Rapid Transit (BRT) Systems: Dedicated bus lanes with modern, high-capacity vehicles that bypass regular traffic.
• Park-and-Ride Schemes: Car parks located at the edge of the city (rural-urban fringe) allowing commuters to park and take dedicated public buses/trains into the CBD.
• Pedestrianisation: Closing central shopping streets to vehicles to make shopping safer, cleaner, and more enjoyable.
• Cycling Networks & Integrated Ticketing: Creating segregated cycle lanes and smart travel cards (like contactless smartcards) that work across buses, trains, and trams.
MEDC Inner City Case Study: Belfast Regeneration
You must know a specific named MEDC case study. In Northern Ireland, Belfast is the primary example:
• The Challenge: Following the decline of shipbuilding and linen manufacturing, Belfast was left with large areas of derelict brownfield land along the River Lagan and high unemployment in traditional inner-city communities.
• Titanic Quarter Redevelopment: One of Europe's largest waterfront brownfield regenerations on the site of the former Harland & Wolff shipyard. It includes the world-famous Titanic Belfast visitor attraction, film studios, educational campuses (Belfast Metropolitan College), high-tech commercial offices (such as Citi), and modern residential apartments.
• The Gasworks: A former contaminated industrial site near the city centre transformed into a thriving business park, creating thousands of commercial jobs and a hotel.
• Transport Management (Belfast Rapid Transit / Glider): Launched to connect East Belfast, West Belfast, and the Titanic Quarter through the CBD. The Glider uses dedicated bus lanes, real-time passenger displays, and off-board ticketing to speed up journey times, take thousands of cars off the road, and reduce air pollution.
Examiner Warning: Do not confuse gentrification with general council rebuilding. Gentrification is driven primarily by private individuals/middle-class buyers renovating homes, leading to rising property values and the displacement of low-income locals.
Key Takeaway: MEDC inner cities combat decline through property schemes on brownfield sites, private gentrification, and integrated public transport systems like rapid transit and park-and-ride facilities.
Part 3: Urbanisation in LEDCs and Emerging Economies
Urbanisation is the increase in the proportion of people living in towns and cities. Today, the fastest rates of urbanisation are happening in LEDCs and Newly Emerging Economies across Asia, Africa, and South America.
Why are LEDC Cities Growing So Fast?
LEDC urban growth is driven by two main engines:
1. Rural-to-Urban Migration
People move from the countryside (rural areas) to the city (urban areas) due to a combination of push and pull factors:
• Push Factors (Negative things driving people AWAY from the countryside):
- Drought, crop failure, and soil erosion making farming impossible.
- Mechanisation of agriculture, leaving farm labourers without work.
- Extreme poverty, lack of electricity, and lack of clean piped water.
- Poor access to medical care, hospitals, and secondary schools.
- Isolation and damage caused by natural disasters.
• Pull Factors (Positive things ATTRACTING people TO the city):
- The perception of plentiful, better-paid employment opportunities.
- Access to better healthcare, doctors, and hospitals.
- Better educational opportunities and schools for children.
- Reliable access to electricity, entertainment, and modern infrastructure.
- Better standard of living and improved quality of life.
2. High Rates of Natural Increase
The vast majority of rural-to-urban migrants are young adults (aged 18–35). This leads to high birth rates in cities. At the same time, urban medical care lowers death rates. When Birth Rate exceeds Death Rate, the population grows rapidly through natural increase.
Memory Trick: Think of PUSH as a kick from behind (forcing you away from the countryside) and PULL as a magnet in front of you (drawing you toward the city lights).
Shanty Towns / Informal Settlements
Because cities in LEDCs grow much faster than governments can build houses or lay pipes, millions of arrivals are forced to build their own homes on unwanted, hazardous land. These settlements are called shanty towns, favelas, or informal settlements.
• Location on Marginal Land: Built illegally without permission on dangerous or marginal land nobody else wants — such as steep, unstable hillsides prone to deadly mudslides, or low-lying swampy river valleys prone to flash flooding, or near industrial waste dumps.
• Makeshift Housing: Constructed haphazardly from scrap materials like corrugated iron, scrap timber, plastic tarpaulins, cardboard, and broken bricks.
• Lack of Basic Services: No clean piped drinking water, no formal sewage system (raw sewage often runs down open street gullies), no legal electricity connections, and no formal rubbish collection.
• Health Hazards: High prevalence of water-borne diseases like cholera, dysentery, and typhoid due to contaminated water and open sewers.
• Economic & Social Conditions: High rates of crime and drug-gang violence; residents rely on the informal economy (unregulated jobs like street vending, shoe shining, or rubbish sorting with no contracts, pensions, or safety protections).
Managing and Improving Informal Settlements
Rather than simply bulldozing shanty towns (which leaves families homeless), governments and charities use sustainable upgrading strategies:
1. Site and Service Schemes
• How it works: The local council prepares a plot of land by laying out basic infrastructure: clean running water pipes, sewage lines, paved access roads, and an electricity connection.
• The Result: Plots are sold or rented cheaply to families, who then build their own permanent homes step-by-step using safe materials, knowing they have clean water and legal security.
2. Self-Help Schemes / Slum Upgrading (e.g. Favela-Bairro)
• How it works: The government works in partnership with local residents already living in the informal settlement.
• Key Features: The authorities provide low-interest loans, building materials (concrete blocks, tiles, timber), and install basic services like paved steps, drainage channels, medical clinics, and nurseries. Residents provide the labour to upgrade their own homes.
• Land Tenure: Granting residents legal ownership (deeds/tenure) of their land gives them confidence to invest time and money into upgrading their houses permanently.
LEDC Case Study: Rocinha (Favela-Bairro Project), Rio de Janeiro, Brazil
• Context: Rocinha is the largest favela in Rio de Janeiro, built on steep hillsides overlooking the city, home to over 100,000 people.
• Challenges: Severe risk of mudslides during heavy tropical rains, extreme overcrowding, open sewage ditches leading to hepatitis and cholera, and control of streets by rival drug gangs.
• The Scheme (Favela-Bairro Project): A major self-help and upgrading project funded by the city council and Inter-American Development Bank.
• Key Improvements Made:
- Paved and widened roads to allow rubbish trucks, emergency ambulances, and fire engines to enter.
- Built concrete retaining walls on steep slopes to prevent landslides.
- Replaced open sewers with underground sewage and clean water pipes.
- Built new health clinics, leisure areas, and day-care nurseries so parents can go to work.
- Granted legal land titles to residents, encouraging them to replace wood and corrugated sheets with brick and reinforced concrete homes.
Examiner Warning: Never mix up MEDC and LEDC issues! An LEDC shanty town does not suffer from "deindustrialisation", and an MEDC inner city like Belfast does not have people building shacks out of corrugated iron on steep cliffs.
