In this final part of the Coastal Landscapes and Change topic, we look at how humans try to take control of the coastline. As we've seen in previous chapters, the coast is a high-energy environment that is constantly changing. When these changes—like coastal recession (erosion) and flooding—threaten people’s homes, businesses, and habitats, we have to decide how to respond. This chapter covers the "how" and the "why" of coastal management, and why some solutions are better for the long-term future than others.
1. The Consequences of Coastal Change (2B.10)
Before we can manage a coast, we need to understand the risks. Rising sea levels and increased storm frequency mean that the risks of coastal recession and flooding are growing. The consequences are usually split into three categories:
Economic Consequences: Losing land isn't just about the soil; it's about what is on it. This includes the loss of agricultural land, the destruction of infrastructure (like roads and railways), and the loss of businesses like seaside hotels or cafes. The cost of building defenses is also a major economic factor.
Social Consequences: This is the "human" cost. It includes the stress and anxiety of losing a family home, the relocation of entire communities, and the loss of areas with high cultural or identity value. In many cases, homeowners cannot get insurance for coastal erosion, meaning they lose everything financially.
Environmental Consequences: While we often think of erosion as "bad," it is a natural process. However, rapid change can destroy unique habitats like salt marshes or sand dunes, which are vital for biodiversity.

2. Traditional Management: Hard Engineering (2B.11)
Hard engineering involves building man-made, "solid" structures to protect the coast. These are often expensive and look very artificial, but they are effective at stopping waves in their tracks.
Key Hard Engineering Strategies:
Sea Walls: These are huge concrete walls, often with a curved face to reflect wave energy back out to sea.
Pros: Very effective at stopping flooding and erosion.
Cons: Very expensive to build and maintain. They can also cause scouring, where wave energy erodes the beach at the base of the wall, eventually making the wall collapse.
Groynes: These are wooden or stone fences built at right angles to the coast. Their job is to stop longshore drift and trap sediment.
Pros: They create a wider beach, which is great for tourism and naturally absorbs wave energy.
Cons: They "starve" beaches further down the coast of sediment. This is called terminal groyne syndrome, where one area is protected but the next town along erodes even faster!
Rip Rap (Rock Armour): Large, tough boulders (often granite) are piled up at the foot of a cliff or sea wall.
Pros: They are relatively cheap and easy to install. The gaps between the rocks soak up wave energy.
Cons: They look unattractive and can be dangerous for people climbing on the beach.
3. Working with Nature: Soft Engineering (2B.11)
Soft engineering is a more sustainable approach. Instead of fighting the sea with concrete, it uses natural processes to reduce the impact of waves.
Key Soft Engineering Strategies:
Beach Nourishment: This involves pumping sand or gravel back onto a beach that has been eroded.
Pros: It looks completely natural and supports the local tourist economy.
Cons: It is a temporary fix. The sea will eventually wash the new sand away, so it has to be repeated every few years (high maintenance costs).
Dune Stabilisation: Planting Marram grass or using fences to keep people off sand dunes allows the plants to trap sand and grow.
Pros: Very cheap and creates excellent habitats for wildlife.
Cons: Dunes are fragile and can be destroyed by a single big storm or too many tourists walking on them.
4. Integrated Coastal Zone Management (2B.12)
Modern coastal management doesn't just look at one beach. Geographers now use the concept of littoral cells (also called sediment cells). These are lengths of coastline where the movement of sediment is mostly self-contained.
Sustainable management means thinking about the whole cell. If you build a sea wall in one town, you must consider how it affects the "budget" of sand in the next town. This joined-up thinking is managed through Shoreline Management Plans (SMPs).
The Four SMP Policy Options:
When a local council looks at a piece of coastline, they must choose one of these four paths:
1. Hold the Line: Build or maintain defenses to keep the coastline exactly where it is now. This is usually done for high-value areas like cities.
2. Advance the Line: Build new defenses out into the sea to create more land. This is very rare and very expensive.
3. Managed Retreat (Strategic Realignment): Allow the sea to flood low-value land (like farmland) to create new salt marshes. These marshes then act as a natural buffer, protecting the high-value land further inland.
4. No Active Intervention: Do nothing. Let nature take its course. This is chosen for areas where the cost of building defenses is much higher than the value of the land being lost.
Did you know? Managed retreat is often the most controversial choice because it involves telling people their land or homes will be "given back to the sea."
5. Players and Perspectives (Synoptic Theme)
Coastal management is never just about the science; it's about Players and their Attitudes. Different groups have different priorities, which leads to conflict.
National Government: They want to save money and follow national laws. They often provide the funding but only for the most "valuable" areas.
Local Councils: They are "caught in the middle." They want to protect their residents but have limited budgets.
Environmental Groups (NGOs): They often prefer managed retreat or soft engineering because it creates habitats and follows natural processes.
Local Residents and Business Owners: Their priority is their own property and livelihood. They often demand "Hold the Line" regardless of the cost or the impact on other towns.
Summary of Sustainability:
To be truly sustainable, coastal management must:
- Be economically affordable in the long term.
- Protect the environment and biodiversity.
- Be socially fair to different communities.
- Account for Future uncertainties, like how high sea levels will actually rise.
