The Good Friday Agreement built several safeguards into Northern Ireland's institutions to protect minority (nationalist or unionist) interests from simple majority rule. (1) The Petition of Concern: if a set threshold of MLAs sign a petition, a vote requires cross-community support (parallel consent or a weighted majority) rather than a simple majority, preventing one community from outvoting the other on sensitive issues. (2) Cross-community voting requirements more generally: certain key Assembly decisions (e.g. electing the Speaker, the Programme for Government) require cross-community support by design, not just Petition of Concern votes. A further acceptable safeguard is the mandatory coalition Executive itself, formed via d'Hondt so that no community can be excluded from government. Any two are creditable.
